• The message "wikimedia-editpage-tos-summary" (displayed below the edit form) has been removed, now "wikimedia-copyrightwarning" is needed; if you customised either of them, make sure that the original warning and any additional custom text you need are on wikimedia-copyrightwarning. (แม่แบบ:Git)
• E-mail notifications no longer say that a page was "created" for some actions like deletion or protection (แม่แบบ:Bugzilla); there are still some known issues. If you customised MediaWiki:Enotif body on your wiki, you have to delete or update it: the $CHANGEDORCREATED variable is no longer provided, a new $PAGEINTRO is used; see also full documentation.

"Apologies for the long delay here, I got quite behind in my email queue and am just now closing some things out. The "save" to "publish" change you describe is fine and you're fine to proceed there, no concerns from us.

Regarding the warnings, I think you could add an additional note to any of them without further Foundation approval. Sitenotice should be subject to normal central notice rules, with Foundation approval for fundraising, surveys, and advocacy, but community being able to use it for other things. I might recommend against a site notice warning for recent events though given that most languages have editors pretty geographically spread out so it's unlikely to be relevant to everyone, but if a community feels that such info is likely to be useful they could do so.

The warnings to IP editors and regarding copyright generally shouldn't be changed without checking with the Foundation legal team, but if you're adding an additional line while keeping the existing content intact, I don't see an issue with that.
