ในปีนี้สหรัฐอเมริกาไม่เข้าร่วมการแข่งขันในครั้งนี้เนื่องจากกรณีที่สหภาพโซเวียตส่งกองกำลังบุกรุกอัฟกานิสถาน ญี่ปุ่นและเยอรมันตะวันตกก็เป็นอีก 2 ประเทศจากทั้งหมด 63 ประเทศที่บอยคอตสหภาพโซเวียตและไม่เข้าร่วมการแข่งขัน ในปีนั้นจึงมีเพียง 81 ประเทศจากทั่งโลกที่เข้าร่วมการแข่งขัน ซึ่งในปีนั้นสหภาพโซเวียตครองเหรียญทองมากที่สุด

การเสนอตัวเป็นเจ้าภาพโอลิมปิกฤดูร้อน 1980 มีผู้เสนอตัวเป็นเจ้าภาพเพียง 2 เมือง ได้แก่ มอสโก และลอสแอนเจลิส การเลือกเมืองที่ได้เป็นเจ้าภาพจัดขึ้นเมื่อวันที่ 23 ตุลาคม ค.ศ. 1973 ในการประชุมคณะกรรมการโอลิมปิกสากล สมัยที่ 75 ที่เวียนนา ประเทศออสเตรีย
