ประเทศอุซเบกิสถาน

อุซเบกิสถาน (อังกฤษ: Uzbekistan; อุซเบก: O'zbekiston) หรือชื่ออย่างเป็นทางการก็คือ สาธารณรัฐอุซเบกิสถาน (อังกฤษ: Republic of Uzbekistan; อุซเบก: O‘zbekiston Respublikasi) เป็นประเทศในทวีปเอเชียกลางที่ถูกล้อมรอบด้วยประเทศที่ไม่มีทางออกสู่ทะเล มีอาณาเขตติดกับประเทศอัฟกานิสถานในทวีปเอเชียใต้ ประเทศคาซัคสถาน คีร์กีซสถาน ทาจิกิสถาน และเติร์กเมนิสถาน และมีชายฝั่งบนทะเลอารัล อุซเบกิสถานเคยเป็นส่วนหนึ่งของสหภาพโซเวียต

พระเจ้าอเล็กซานเดอร์มหาราชได้ยึดครองดินแดนของฮ่อเมื่อปี 367 ก่อนคริสตกาล ในภายหลังดินแดนนี้ได้ถูกผนวกเป็นส่วนหนึ่งของจักรวรรดิเปอร์เซียในช่วงคริสต์ศตวรรษที่ 6 ก่อนจะถูกยึดครองโดยจักรวรรดิมองโกลของเจงกีส ข่าน เมื่อ ค.ศ. 1220

ยุคประวัติศาสตร์

ในศตวรรษที่ 13 ขุนศึกชื่อ ติเมอร์ (Timur; Tamerlane) ได้มีอำนาจเหนือมองโกลและตั้งอาณาจักรของตนเองขึ้นที่เมืองซามาร์คันด์ ซึ่งติเมอร์ได้กลายมาเป็นสัญลักษณ์ในการสร้างชาติอุซเบกิสถานในยุคปัจจุบัน

สถานการณ์การเมือง

เมื่อวันที่ 13 พ.ค. 2548 ได้มีการประท้วงรัฐบาลที่เมือง Andijan ราว 200 กิโลเมตรจากกรุงทาชเคนต์ และต่อมาที่เมือง Korasuv ในเขตหุบเขา Ferghana ทางภาคตะวันออกใกล้พรมแดนคีร์กีซสถาน ซึ่งเป็นเขตที่ถูกจับตามองจากทางการอุซเบกิสถาน เนื่องจากรัฐบาลเชื่อว่ามีกลุ่มมุสลิมที่ต่อต้านรัฐบาลและมีแนวความคิดที่จะแยกตัวเป็นอิสระ แหล่งข่าวต่าง ๆ เชื่อว่าการประท้วงมีสาเหตุจากความไม่พอใจการบริหารประเทศของประธานาธิบดี ที่ละเลยต่อความเป็นอยู่ของประชาชน ในการปะทะกันของกองทัพของรัฐบาลและผู้ชุมนุมประท้วงเป็นเหตุให้มีผู้เสียชีวิตราว 750 คน และบาดเจ็บอีกนับพันคน (ตัวเลขทางการมีผู้เสียชีวิต 187 คน) ซึ่งรัฐบาลอุซเบกิสถานได้กล่าวหากลุ่มมุสลิมหัวรุนแรง (Hizb ut-Tahrir) ว่าอยู่เบื้องหลังการก่อเหตุจลาจลดังกล่าว และเมื่อวันที่ 14 พฤศจิกายน 2548 ศาลสูงสุดของอุซเบกิสถานได้ตัดสินจำคุกผู้ต้องหา 15 คน ซึ่งรัฐบาลกล่าวหาว่ามีส่วนก่อเหตุความไม่สงบที่เมือง Andijan ซึ่งผู้ต้องหาทั้งหมดให้การสารภาพ โดยแหล่งข่าวต่าง ๆ เชื่อว่ากระบวนการตัดสินไม่โปร่งใส และน่าจะเป็นเพียงการจัดฉากของฝ่ายรัฐบาลเท่านั้น

หลังจากที่สหรัฐฯ ลังเลที่จะแสดงท่าทีในเรื่องนี้ เนื่องจากความร่วมมือด้านการทหารที่มีอยู่ แต่ต่อมาสหรัฐฯ EU และ OSCE ได้เรียกร้องให้องค์การนานาชาติเข้าไปสอบสวนเหตุการณ์ที่เกิดขึ้น แต่ประธานาธิบดี Karimov ปฏิเสธและยืนยันไม่ให้มีการสอบสวนดังกล่าว เมื่อเดือนกรกฎาคม 2548 ไม่กี่ชั่วโมงหลังจากองค์การสหประชาชาติที่สหรัฐฯ เป็นแกนนำได้ช่วยเหลือนำผู้ลี้ภัยชาวอุซเบกที่ลี้ภัยไปยังประเทศคีร์กีซสถานส่งต่อไปยังประเทศโรมาเนีย รัฐบาลของประธานาธิบดีคารีมอฟได้ออกคำสั่งให้ถอนฐานทัพของสหรัฐที่ประจำอยู่ที่เมือง Karshi-Khanabad ซึ่งเป็นเมือง หน้าด่านชายแดนติดกับประเทศอัฟกานิสถานออกจากเทศอุซเบกิสถานภายในสิ้นปี 2548 เมื่อเดือนตุลาคม 2548 ในการประชุมรัฐมนตรีต่างประเทศของ EU ได้มีมติให้ใช้มาตรการคว่ำบาตรกับอุซเบกิสถาน โดยจะงดค้าอาวุธ ลดเงินทุนช่วยเหลือและระงับโครงการบางส่วนของ The EU - Uzbek Partnership and Cooperation Agreement (PAC) รวมทั้งงดการตรวจลงตราแก่เจ้าหน้าที่ของรัฐบาลอุซเบกิสถานอีก 12 คนด้วย ล่าสุด ที่ประชุมรัฐมนตรีต่างประเทศสหภาพยุโรปเมื่อวันที่ 14 พฤษภาคม 2550 มีมติให้ยกเลิกการระงับการให้วีซ่าเข้าสหภาพยุโรปแก่เจ้าหน้าที่ระดับสูงของอุซเบกิสถานจำนวน 4 คน จาก 12 คนที่สหภาพยุโรปเชื่อว่ามีส่วนเกี่ยวข้องกับสถานการณ์รุนแรงที่ Andijan

สำหรับรัสเซียได้แสดงการสนับสนุนอุซเบกิสถานในเรื่องนี้มาโดยตลอด โดยเชื่อว่าการจลาจลที่เมือง Andijan มีผู้อยู่เบื้องหลังไม่ใช่เกิดขึ้นจากความไม่พอใจต่อรัฐบาลต่อการแก้ปัญหาเศรษฐกิจและสังคมอย่างที่ประเทศส่วนใหญ่เข้าใจกัน โดยเมื่อวันที่ 14 - 15 พฤศจิกายน 2548 ประธานาธิบดีคารีมอฟเยือนรัสเซียอย่างเป็นทางการ โดยได้มีการลงนามความร่วมมือทางการทหารร่วมกัน ซึ่งรวมถึงการอนุญาตให้ใช้อาวุธของตนในเขตแดนของกันและกัน และการช่วยเหลือทางการทหารต่อกันในกรณีที่ถูกรุกราน

สถานการณ์เศรษฐกิจปัจจุบัน

อุซเบกิสถานมีจุดแข็งที่สำคัญคือเป็นตลาดขนาดใหญ่เป็นลำดับ 3 ของประเทศ CIS และมีความอุดมสมบูรณ์ทางการเกษตรโดยเฉพาะพื้นที่ตอนกลางและตอนใต้ซึ่งเป็นที่ราบลุ่ม อีกทั้งมีแหล่งท่องเที่ยวที่สำคัญและน่าสนใจ ได้แก่ เมือง Samarkand , Bukara และ Khiva ซึ่งเป็นเมืองเก่าแก่ที่มีความสำคัญทางประวัติศาสตร์และอารยธรรมบนเส้นทางสายไหมในอดีต

รัฐบาลปัจจุบันมีนโยบายทางเศรษฐกิจที่สำคัญ ได้แก่ การพัฒนาเศรษฐกิจแบบยั่งยืน การแปรรูปรัฐวิสาหกิจ การส่งเสริมการลงทุนจากต่างชาติ การปฏิรูปการเกษตร การเปิดเสรีทางการค้าต่างประเทศและการเงิน การปรับปรุงมาตรฐานการดำรงชีพของประชาชน

อย่างไรก็ตาม ปัจจุบันธุรกิจส่วนใหญ่ของประเทศเป็นธุรกิจผูกขาดที่ดำเนินการโดยเครือข่ายของบุคคลในตระกูลและกลุ่มผลประโยชน์ของบุคคลในรัฐบาล อีกทั้งระบบการจัดเก็บภาษียังไม่โปร่งใส ตลอดจนการกระจายรายได้ไม่ถึงประชาชนอย่างแท้จริง ทำให้ประชากรยังประสบกับปัญหาความยากจน
