พิธีสารเกียวโต (อังกฤษ: Kyoto Protocol) ต่อท้ายอนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ (UNFCCC) กำหนดพันธกรณีผูกพันต่อประเทศอุตสาหกรรมให้ลดการปล่อยแก๊สเรือนกระจก UNFCCC เป็นสนธิสัญญาระหว่างประเทศด้านสิ่งแวดล้อมซึ่งมีเป้าหมายเพื่อบรรลุ "เสถียรภาพความเข้มข้นของแก๊สเรือนกระจกในบรรยากาศที่ระดับซึ่งจะป้องกันการรบกวนอันตรายจากน้ำมือมนุษย์กับระบบภูมิอากาศ"

Doha Amendment to the Kyoto Protocol ที่ วิกิซอร์ซ

พิธีสารเกียวโตมีมติเห็นชอบเมื่อวันที่ 11 ธันวาคม 2540 ในเกียวโต ประเทศญี่ปุ่น และมามีผลใช้บังคับเมื่อวันที่ 16 กุมภาพันธ์ 2548 จนถึงเดือนกันยายน 2554 มี 191 รัฐลงนามและให้สัตยาบันพิธีสารฯ สหรัฐอเมริกาลงนามแต่มิได้ให้สัตยาบันพิธีสารฯ และแคนาดาถอนตัวจากพิธีสารฯ ในปี 2554 รัฐสมาชิกสหประชาชาติอื่นซึ่งมิได้ให้สัตยาบันพิธีสารฯ ได้แก่ อัฟกานิสถาน อันดอร์ราและเซาท์ซูดาน

ภายใต้พิธีสารฯ 37 ประเทศอุตสาหกรรม และประชาคมยุโรปในขณะนั้น ("ภาคีภาคผนวกที่ 1") ผูกมัดตนเองให้จำกัดหรือลดการปล่อยแก๊สเรือนกระจกสี่ชนิด (คาร์บอนไดออกไซด์ มีเทน ไนตรัสออกไซด์และซัลเฟอร์เฮกซะฟลูออไรด์) และแก๊สสองกลุ่ม (ไฮโดรฟลูออโรคาร์บอนและเพอร์ฟลูออโรคาร์บอน) รัฐสมาชิกทุกรัฐให้พันธกรณีทั่วไป การจำกัดการปล่อยแก๊สเรือนกระจกนี้ไม่รวมการปล่อยจากการบินและการเดินเรือระหว่างประเทศ

ที่การเจรจา ประเทศภาคผนวกที่ 1 ตกลงร่วมกันจะลดการปล่อยแก๊สเรือนกระจกลงโดยเฉลี่ยร้อยละ 5.2 ในระยะปี 2551-2555 เป็นสัดส่วนกับการปล่อยแก๊สเรือนกระจกต่อปีในปีฐาน ซึ่งโดยปกติใช้ปี 2533 เนื่องจากสหรัฐอเมริกามิได้ให้สัตยาบันในสนธิสัญญา การปล่อยแก๊สเรือนกระจกร่วมกันของประเทศภาคผนวกที่ 1 พิธีสารเกียวโตลดลงจากต่ำกว่าปีฐานร้อยละ 5.2 เหลือร้อยละ 4.2:26

ระดับการปล่อยในปี 2533 มาตรฐานที่รับรองโดยการประชุมภาคี UNFCCC (decision 2/CP.3) คือค่าของ "ศักยภาพโลกร้อน" (global warming potential) ซึ่งคำนวณแก่รายงานการประเมินฉบับที่สองของ IPCC ตัวเลขเหล่านี้ถูกใช้เพื่อเปลี่ยนการปล่อยแก๊สเรือนกระจกหลายชนิดเป็นค่าสมมูลคาร์บอนไดออกไซด์ซึ่งสามารถเปรียบเทียบได้เมื่อคำนวณจากแหล่งและแหล่งกักเก็บ (sink) ทั้งหมด

ประเทศภาคผนวกที่ 1 แต่ละประเทศถูกกำหนดให้ต้องส่งรายงานประจำปีแสดงบัญชีการปล่อยแก๊สเรือนกระจกจากน้ำมือมนุษย์จากแหล่งต่าง ๆ และการนำออกจากแหล่งกักเก็บภายใต้ UNFCCC และพิธีสารเกียวโต ประเทศเหล่านี้เสนอชื่อบุคคลเพื่อสร้างและจัดการบัญชีแก๊สเรือนกระจกของประเทศนั้น ๆ เรียกว่า "หน่วยงานผู้มีอำนาจของรัฐ" (designated national authority) แทบทุกประเทศนอกภาคผนวกที่ 1 ยังได้ตั้งหน่วยงานผู้มีอนำาจของรัฐเพื่อจัดการข้อผูกมัดตามพิธีสารเกียวโตด้วย หรือโดยเฉพาะ "ขบวนการกลไกพัฒนาที่สะอาด" ซึ่งกำหนดว่าโครงการแก๊สเรือนกระจกใดที่ต้องการเสนอเพื่อให้ได้รับมอบอำนาจจากคณะกรรมการบริหารกลไกการพัฒนาที่สะอาด

ที่การประชุมว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศที่โดฮาในปี 2555 ภาคีพิธีสารเกียวโต ตกลงระยะผูกมัดการลดการปล่อยที่สองตั้งแต่วันที่ 1 มกราคม 2556 ถึง 31 ธันวาคม 2563 ซึ่งเกิดขึ้นในรูปของการแก้ไขพิธีสารฯ 37 ประเทศซึ่งมีเป้าหมายผูกพันในระยะผูกมัดที่สอง ได้แก่ ออสเตรเลีย รัฐสมาชิกสหภาพยุโรปทุกรัฐ เบลารุส โครเอเชีย ไอซ์แลนด์ คาซัคสถาน นอร์เวย์ สวิตเซอร์แลนด์และยูเครน เมื่อรวมกันแล้ว ประเทศเหล่านี้จะลดการปล่อยร้อยละ 18 เมื่อเทียบกับระดับเมื่อปี 2533 ระหว่างปี 2556-2563 เป้าหมายอาจปรับเพิ่มขึ้นในปี 2557 เป้าหมายการปล่อยที่ระบุไว้ในระยะผูกมัดที่สองจะมีผลต่อการปล่อยแก๊สเรือนกระจกของโลกราวร้อยละ 15 ภาคีภาคผนวกที่ 1 หลายรัฐซึ่งเข้าร่วมในพิธีสารเกียวโตรอบแรกมิได้รับเป้าหมายใหม่ในระยะผูกมัดที่สอง ได้แก่ ญี่ปุ่น นิวซีแลนด์ และรัสเซีย ภาคีภาคผนวกที่ 1 อื่นซึ่งไม่มีเป้าหมายรอบสอง ได้แก่ สหรัฐอเมริกา (ซึ่งไม่เคยเป็นสมาชิกของพิธีสารฯ) และแคนาดา (ซึ่งถอนตัวจากพิธีสารเกียวโต มีผลบังคับปี 2555)

เป้าหมาย

กลุ่มประเทศอุตสาหกรรม (ตามภาคผนวก 1) ลดปริมาณการปล่อยก๊าซเรือนกระจก ซึ่งประกอบด้วยคาร์บอนไดออกไซด์ มีเทน ไนตรัสออกไซด์ ซัลเฟอร์เฮกซะฟลูออไรด์ ก๊าซในกลุ่มไฮโดรฟลูโอโรคาร์บอน (HFCs) และเปอร์ฟลูออโรคาร์บอน (PFCs) ในปี พ.ศ. 2553 ลง 5.2% เมื่อเทียบกับปี พ.ศ. 2533..

กลไกตามพิธีสารเกียวโต

พิธีสารเกียวโตมี 3 กลไกที่มุ่งจะช่วยให้ประเทศพัฒนาแล้วบรรลุเป้าหมายการลดการปล่อยก๊าซเรือนกระจกได้ ได้แก่

ประเทศในภาคผนวก 1

ประเทศในภาคผนวก 1 คือ กลุ่มประเทศอุตสาหกรรม เช่น สหภาพยุโรป แคนาดา รัสเซีย ญี่ปุ่นเป็นต้น ประเทศในภาคผนวก 1 ส่วนใหญ่ให้สัตยาบันแล้ว แต่ยังคงมีประเทศที่ลงนามในสัญญาแต่ยังไม่มีการให้สัตยาบัน คือสหรัฐอเมริกาและออสเตรเลีย ทำให้เป็นที่วิตกกังวลกันว่าการดำเนินการจะไม่ได้ผลเนื่องจากประเทศที่ปล่อยก๊าซเรือนกระจกมากที่สุดอย่างสหรัฐอเมริกานั้น ยังไม่มีทีท่าว่าสภาคองเกรสจะให้สัตยาบัน โดยให้เหตุผลว่าจะกระทบอุตสาหกรรมของประเทศ

พิธีสารเกียวโตกับประเทศไทย

ประเทศไทยเป็นประเทศนอกภาคผนวก 1 ซึ่งไม่มีผลบังคับประเทศไทยซึ่งได้ให้สัตยาบันต่อพิธีสารเกียวโตแล้วเมื่อ 28 สิงหาคม พ.ศ. 2545เป็นเรื่องของกลไกการพัฒนาที่สะอาดซึ่งเราสามารถเลือกร่วมโครงการได้ตามความสมัครใจ โดยมีสำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม สังกัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เป็นหน่วยงานหลักแห่งชาติ (National Focal Point) ของอนุสัญญาและพิธีสาร
