วิกฤติราคาอาหารโลก (พ.ศ. 2550–2551)

วิกฤติราคาอาหารโลก ที่เกิดขึ้นระหว่างปี พ.ศ. 2550 - 2551 เป็นภาวะที่ราคาอาหารเปลี่ยนแปลงเพิ่มขึ้นอย่างมาก จนทำให้เกิดความไม่มั่นคงทางการเมืองและเศรษฐกิจ รวมไปถึงความวุ่นวายในสังคมทั้งในประเทศที่ยากจนและประเทศพัฒนาแล้ว

สาเหตุหลักของราคาอาหารที่เพิ่มขึ้นทั่วโลกนั้นยังเป็นประเด็นที่ยังคงถกเถียงกันอยู่ สาเหตุแรกเริ่มที่ทำให้ราคาพุ่งสูงขึ้นในปลาย พ.ศ. 2549 คือความแห้งแล้งในประเทศผู้ผลิตธัญพืชและราคาน้ำมันที่เพิ่มขึ้น ราคาน้ำมันที่เพิ่มขึ้นยังส่งผลไปถึงราคาปุ๋ย ค่าขนส่งอาหาร และอุตสาหกรรมการเกษตร สาเหตุอื่น ๆ นั้นรวมถึงการใช้เชื้อเพลิงชีวภาพที่เพิ่มมากขึ้นในประเทศพัฒนาแล้ว [1] และความต้องการอาหารที่หลากหลายขึ้น (โดยเฉพาะเนื้อสัตว์) ของกลุ่มชนชั้นกลางในเอเชียที่เพิ่มจำนวนมากขึ้น[2][3] ปัจจัยเหล่านี้ เมื่อประกอบกับการลดลงของสินค้าอาหารคงคลัง ล้วนมีส่วนทำให้ราคาอาหารทั่วโลกถีบตัวสูงขึ้น[4] ส่วนสาเหตุระยะยาวนั้นยังคงสรุปไม่ได้แน่ชัด อาจมีสาเหตุมาจากการเปลี่ยนแปลงโครงสร้างการค้าและการผลิตสินค้าเกษตร การให้เงินสนับสนุนช่วยเหลือราคาสินค้าเกษตรในประเทศพัฒนาแล้ว การใช้อาหารไปผลิตอาหารเช่นเนื้อสัตว์และแปรรูปเป็นเชื้อเพลิง การเก็งกำไรในตลาดสินค้า และการเปลี่ยนแปลงสภาพภูมิอากาศ ในปี พ.ศ. 2552 ราคาอาหารเปลี่ยนแปลงลดลงอย่างมากเมื่อเทียบกับราคาสูงสุดก่อนหน้า แต่นักวิเคราะห์บางคนเชื่อว่าการลดลงนี้เป็นเพียงชั่วคราวเท่านั้น

การเปลี่ยนแปลงเพิ่มขึ้นของราคา

ระหว่างต้นปี พ.ศ. 2549 และ 2551 ราคาเฉลี่ยทั่วโลกของข้าวเพิ่มขึ้นร้อยละ 217 ข้าวสาลีร้อยละ 136 ข้าวโพดร้อยละ 125 และถั่วเหลืองร้อยละ 107[5] ปลายเดือนเมษายน 2551 ราคาข้าวขึ้นไปถึงปอนด์ละ 24 เซนต์ ซึ่งเป็นสองเท่าของราคาก่อนหน้านั้นเจ็ดเดือน[6]

ปัจจัยเกี่ยวข้อง

มีสาเหตุหลายประการที่ทำให้ราคาอาหารเพิ่มขึ้น นักวิเคราะห์เชื่อว่าราคาเพิ่มขึ้นเป็นเพราะสาเหตุร่วมกันระหว่างการเก็บเกี่ยวผลผลิตได้น้อยลงในหลาย ๆ พื้นที่ การใช้เชื้อเพลิงชีวภาพที่เพิ่มขึ้น การสำรองอาหารที่ลดน้อยลง การที่ธนาคารสหรัฐอเมริกาลดดอกเบี้ย (ทำให้ผู้คนไม่นิยมสะสมสินทรัพย์ระยะยาวด้วยเงิน และหันมาลงทุนในสินค้าอาหารแทน ทำให้อุปสงค์เพิ่ม และราคาก็เพิ่มตามไปด้วย) อุปสงค์ของผู้บริโภคในเอเชียที่เพิ่มขึ้น ราคาน้ำมันที่เพิ่มขึ้น และการเปลี่ยนแปลงในเศรษฐกิจโลก[7] การช่วยเหลืออุดหนุนทางการเกษตรในประเทศพัฒนาแล้วก็นับเป็นสาเหตุระยะยาวอีกประการหนึ่ง [8]

ผลกระทบจากการใช้อาหารผลิตเชื้อเพลิง

สาเหตุหนึ่งที่ทำให้ราคาเพิ่มขึ้นนั้นเกิดจากการใช้ผลผลิตทางการเกษตร (โดยเฉพาะข้าวโพด) ในการผลิตเชื้อเพลิงชีวภาพ[9] ธัญพืชถูกนำไปใช้ในการผลิตเชื้อเพลิงประมาณ 100 ล้านตันต่อปี[10] (ปริมาณการผลิตธัญพืชในปี 2550 ทั่วโลกมีเพียงประมาณ 2,000 ล้านตัน[11]) เมื่อชาวไร่ชาวนายิ่งใช้กำลังการผลิตเพื่อผลิตพืชเชื้อเพลิงมากกว่าปีก่อน ๆ ที่ดินและทรัพยากรที่ใช้ในการผลิตอาหารก็ลดลงตามไปด้วย จึงทำให้มีอาหารสำหรับบริโภคน้อยลง โดยเฉพาะอย่างยิ่งในประเทศกำลังพัฒนาและประเทศด้อยพัฒนาซึ่งครอบครัวส่วนใหญ่มีเงินเพียงจำกัดสำหรับอาหารในแต่ละวัน วิกฤตินี้แสดงให้เห็นถึงความแตกต่างระหว่างประเทศร่ำรวยและประเทศยากจน ตัวอย่างเช่น การเติมน้ำมันรถยนต์หนึ่งคันด้วยเชื้อเพลิงชีวภาพ ใช้ข้าวโพด (ซึ่งเป็นอาหารหลักของแอฟริกา) เท่ากับปริมาณที่ชาวแอฟริกาบริโภคในหนึ่งปี[4] ตั้งแต่ปลาย พ.ศ. 2550 มีการใช้ข้าวโพดเพื่อทำเชื้อเพลิงชีวภาพมากขึ้น และเมื่อมีการผูกราคาข้าวโพดไว้กับราคาน้ำมันโดยนักค้า จึงทำให้ราคาข้าวโพดสูงขึ้น และยังส่งผลไปทำให้สินค้าทดแทนอื่น ๆ ราคาเพิ่มขึ้นด้วย เริ่มต้นจากข้าวสาลีและถั่วเหลือง และตามด้วยข้าว น้ำมันถั่วเหลือง และน้ำมันทำอาหารชนิดอื่น ๆ

ประชากรโลกเพิ่มขึ้น

แม้ว่านักวิจารณ์บางคนจะกล่าวว่าวิกฤติอาหารครั้งนี้มาจากการเพิ่มขึ้นของประชากรโลกที่ไม่เคยมีมาก่อน[12][13] แต่อีกหลายคนกล่าวว่าอัตราการเติบโตของประชากรโลกลดลงอย่างมากตั้งแต่พุทธทศวรรษที่ 2520[14][15] และธัญพืชที่มีอยู่ก็มีมากกว่าจำนวนประชากรมากขึ้นเรื่อย ๆ ปริมาณการผลิตอาหารทั้งหมดเฉลี่ยต่อหัวเพิ่มขึ้นจากทศวรรษที่ 2500 ถึง 2520 แต่ลดลงเล็กน้อยหลังจากนั้น[16] ประชากรโลกเพิ่มขึ้นจาก 1.6 พันล้านคนใน 2443 เป็นประมาณ 6.6 พันล้านคนในปัจจุบัน

อัตราการเติบโตที่แท้จริงของประชากรลดลงจากจุดสูงสุดที่ 87 ล้านคนต่อปีประมาณต้นทศวรรษที่ 2530 ลงมาถึงจุดต่ำสุดที่ 75 ล้านคนต่อปีใน พ.ศ. 2545 และเพิ่มขึ้นเล็กน้อยจนถึง 77 ล้านคนต่อปีในพ.ศ. 2550[17] หากประชากรยังคงเติบโตในอัตราปัจจุบัน คาดการณ์ว่าจะมีประชากรเกือบ 9 พันล้านในภายในปี 2585[18]

ความต้องการอาหารที่ต้องใช้ทรัพยากรในการผลิตมาก

แม้ว่าประชากรส่วนใหญ่ในทวีปเอเชียยังคงอยู่ในชนบทและยากจน แต่การเติบโตของกลุ่มชนชั้นกลางนั้นกลับเพิ่มขึ้นอย่างมาก และถูกคาดการณ์ว่าแนวโน้มนี้จะคงอยู่ต่อไป ใน พ.ศ. 2533 ชนชั้นกลางในอินเดียเพิ่มขึ้นร้อยละ 9.7 และในจีนร้อยละ 8.6 แต่ในปี 2550 อัตราการเติบโตนั้นเพิ่มขึ้นเป็นร้อยละ 30 และ 70 ตามลำดับ[4] ฐานะที่ดีขึ้นทำให้คนเหล่านี้เปลี่ยนวิถีชีวิตและนิสัยการกิน โดยเฉพาะความต้องการบริโภคที่หลากหลายมากขึ้นและการกินเนื้อสัตว์มากขึ้น ซึ่งทำให้อุปสงค์ในทรัพยากรทางการเกษตรเพิ่มตามไปด้วย[20][21] อุปสงค์นี้ทำให้ราคาสินค้า เช่นน้ำมัน ปรับตัวสูงขึ้น

หัวหน้าของสถาบันวิจัยนโยบายอาหารนานาชาติได้กล่าวไว้ในปี 2551 ว่าการเปลี่ยนแปลงการบริโภคอาหารในกลุ่มประชากรที่มีรายได้สูงขึ้นเป็นปัจจัยที่สำคัญที่สุดที่ส่งเสริมให้ราคาอาหารสูงขึ้นทั่วโลก[22]

ผลกระทบจากราคาปิโตรเลียมที่เพิ่มขึ้น

ราคาน้ำมันที่สูงขึ้นทำให้ราคาปุ๋ยสูงตามไปด้วย (ราคาเพิ่มขึ้นเป็น 2 เท่าภายในระยะเวลา 6 เดือนก่อนเดือนเมษายน 2551[23]), เพราะส่วนใหญ่ต้องใช้ปิโตรเลียมและก๊าซธรรมชาติในการผลิต[4] แม้ว่าวัตถุดิบเชื้อเพลิงฟอสซิลหลักที่ใช้สำหรับผลิตไฮโดรเจนในกระบวนการฮาแบร์-บอชจะมาจากก๊าซธรรมชาติ แต่ก๊าซธรรมชาติก็ประสบปัญหาอุปทานเช่นเดียวกับน้ำมัน เพราะก๊าซธรรมชาติเป็นสินค้าทดแทนสำหรับปิโตรเลียมในบางกรณี (เช่นในการผลิตกระแสไฟฟ้า) การที่ราคาปิโตรเลียมเพิ่มขึ้นก็ทำให้ราคาก๊าซธรรมชาติเพิ่มขึ้นไปด้วย

น้ำมันยังถูกใช้เพื่อการผลิตพลังงานส่วนใหญ่สำหรับการเกษตรเชิงอุตสาหกรรมและการขนส่ง[24] ราคาพลังงานเหลวจากปิโตรเลียมที่เพิ่มขึ้นยังทำให้ความต้องการเชื้อเพลิงชีวภาพเพิ่มสูงขึ้น ซึ่งอาจทำให้เกิดการนำผลผลิตทางการเกษตรไปผลิตพลังงานแทนการใช้เป็นอาหาร

อาหารสำรองลดลง

ในอดีต ประเทศต่าง ๆ มีการสำรองอาหารในจำนวนมากพอสมควร แต่ในปัจจุบัน ระยะเวลาการผลิตพืชที่สั้นลงและการนำเข้าสินค้าอาหารที่สะดวกมากขึ้นทำให้ความจำเป็นในการสำรองอาหารลดลง ตัวอย่างเช่น ในเดือนกุมภาพันธ์ 2551 ข้าวสาลีสำรองลดลงมาถึงจุดต่ำสุดในระยะเวลา 60 ปีในสหรัฐอเมริกา[4] การที่ปริมาณอาหารสำรองลดลงอาจทำให้เกิดภาวะขาดแคลนและการปรับตัวขึ้นของราคาได้ง่ายขึ้น[25]

การเก็งกำไร

การเก็บกำไรในตลาดอนุพันธ์ของสินค้าโภคภัณฑ์หลังจากที่ตลาดทางการเงินล่มส่งผลต่อวิกฤติในครั้งนี้ด้วย นักเก็งกำไรที่ต้องการผลกำไรระยะสั้นย้ายเงินลงทุนออกจากตราสารหนี้และพันธบัตรและนำเอาบางส่วนมาลงทุนในอาหารและวัตถุดิบอื่น ๆ [26] และส่งผลกระทบทำให้ราคาอาหารทั่วโลกเพิ่มขึ้น
