วิทยาศาสตร์และเทคโนโลยีในเนเธอร์แลนด์ มีประวัติศาสตร์ที่ยาวนานและรังสรรค์ผลผลิตนวัตกรรมมากมายให้กับโลก เป็นแรงขับเคลื่อนที่สำคัญกับเศรษฐกิจและสังคมของเนเธอร์แลนด์ รัฐบาลเนเธอร์แลนด์เป็นแรงผลักดันที่สำคัญต่อความเจริญทางวิทยาศษตร์และเทคโนโลยีของประเทศโดยให้งบประมาณสูงถึง 4.5 พันล้านยูโรต่อปี

ประวัติศาสตร์

ราวปี ค.ศ.1880 เกิดวิกฤตราคาธัญพืชตกต่ำ สังคมดัตช์ได้รับความเสียหายอย่างหนักเนื่องจากเศรษฐกิจขึ้นอยู่กับภาคการเกษตรค่อนข้างมาก รัฐบาลได้เข้ามาช่วยเหลือด้วยการสร้างโมเดลเพื่อการพัฒนานโยบายวิทยาศาสตร์ขึ้น มีการทดลองทางวิทยาศาสตร์นำไปสู่การค้นพบความสัมพันธ์ระหว่างปุ๋ยสังเคราะห์กับคุณภาพของดิน ผลผลิตของธัญพืช และต้นทุนการผลิต จากนั้น ภาครัฐและองค์กรเอกชนร่วมมือกันนำความรู้ที่พบนี้ไปแจ้งกับชาวไร่ชาวนาโดยอ้างอิงถึงผลการวิเคราะห์การทดลอง นับเป็นครั้งแรกๆที่มีการนำเอางานวิจัยทางวิทยาศาสตร์ไปประยุกต์ใช้โดยตรง และยังเป็นวิธีที่ใช้กันอยู่จนถึงทุกวันนี้ รัฐบาลดัตช์ยังมีส่วนสำคัญในการผลักด้านการวิจัยและพัฒนาทางด้านวิทยาศาสตร์จนถึงปัจจุบัน

วิทยาการที่สำคัญของชาวดัตช์

เนเธอร์แลนด์เป็นประเทศที่มีนวัตกรรมสูง นำมาซึ่งความก้าวหน้าทางวิทยาศาสตร์และเทคโนโลยี สิ่งแวดล้อมเช่นนี้เอื้อต่อการสร้างสิ่งประดิษฐ์และการค้นพบทางวิทยาศาสตร์ที่สำคัญมากมายในประวัติศาสตร์ เช่น

สถาบัน

มหาวิทยาลัยเก่าแก่ของเนเธอร์แลนด์ ได้แก่ มหาวิทยาลัยไลเดิน (ก่อตั้ง ค.ศ. 1575) มหาวิทยาลัยฟราเนอเกอร์ (ก่อตั้ง ค.ศ. 1585) และมหาวิทยาลัยโกรนิงเงิน (ก่อตั้ง ค.ศ. 1614) เป็นผู้ขับเคลื่อนความก้าวหน้าทางวิทยาศาสตร์ของเนเธอร์แลนด์ในอดีต เพราะก่อนศตวรรษที่ 18 ยังไม่มีการตั้งสมาคมวิทยาศาสตร์อย่างเป็นทางการ ปัจจุบัน งานวิจัยทางวิทยาศาสตร์ยังคงมีมหาวิทยาลัยเป็นผู้ผลักดันสถาบันวิจัยหลายแห่งยังมีความสัมพันธ์กับมหาวิทยาลัย

นโยบายวิทยาศาสตร์

ความรับผิดชอบของภาครัฐ

เนื่องจากวิทยาศาสต์และเทคโนโลยีเป็นองค์ประกอบที่สำคัญต่อการพัฒนาเศรษฐกิจและสังคมของเนเธอร์แลนด์ รัฐบาลจึงเป็นผู้ควบคุมโดยตรง ปัจจุบัน ผู้รับผิดชอบนโยบายด้านวิทยาศาสตร์คือกระทรวงศึกษา วัฒนธรรม และวิทยาศาสตร์ (OCW) ดูแลแผนยุทธศาสตร์การศึกษาระดับสูงและงบประมาณด้านวิทยาศาสตร์ มีการจัดทำแผนยุทธศาสตร์ทุกๆ 4 ปี กระทรวงยังมีหน้าที่กำกับดูแลหน่วยงานวิจัยอีกหลายแห่ง ได้แก่

  • องค์การเพื่อการวิจัยทางวิทยาศาสตร์แห่งชาติ (NWO)
  • องค์การเพื่องานวิจัยประยุกต์แห่งเนเธอร์แลนด์ (TNO)
  • ราชสมาคมศิลปะและวิทยาศาสตร์แห่งเนเธอร์แลนด์ (KNAW)
  • หอสมุด (KB)
  • มหาวิทยาลัยรัฐต่างๆ

นอกจากนี้ กระทรวงเศรษฐกิจและนโยบายสภาพภูมิอากาศ (EZK) ยังมีส่วนร่วมในการวางนโยบายการวิจัยและพัฒนาวิทยาศาสตร์ ตลอดจนเทคโนโลยีและนวัตกรรมอีกด้วย
