'เปลือกชั้นใน หรือ " phloem (โฟฺล-) (phloem) เป็นกลุ่มที่ลำเลียงสารอาหารที่สังเคราะห์ขึ้นที่ใบไปยังส่วนต่าง ๆ ของพืชจนถึงราก เซลล์ที่สำคัญมี 2 ชนิด คือ เซลล์หลอดตะแกรง (sieve tube member) เป็นเซลล์ที่เป็นแท่งยาว ยังมีชีวิตอยู่ แต่ไม่มีนิวเคลียส หัวและท้ายเป็นรูพรุน เป็นเซลล์ที่ทำหน้าที่ลำเลียงสารอาหาร และเซลล์ข้างเคียง (companion cell) เป็นเซลล์ที่มีนิวเคลียส อยู่ใกล้เซลล์หลอดตะแกรงและคอยควบคุมการทำงานของเซลล์หลอดตะแกรง
