นาวาอากาศโท โรเบิร์ต สแทรนจ์ แม็กนามารา (อังกฤษ: Robert Strange McNamara) ผู้บริหารธุรกิจชาวอเมริกัน และรัฐมนตรีว่าการกระทรวงกลาโหมคนที่แปดแห่งสหรัฐอเมริกา ในรัฐบาลประธานาธิบดี จอห์น เอฟ. เคนเนดีและลินดอน บี. จอห์นสัน ระหว่าง 21 มกราคม พ.ศ. 2504 - 29 กุมภาพันธ์ พ.ศ. 2511 จากนั้นทำงานในฐานะประธานธนาคารโลกระหว่าง เมษายน พ.ศ. 2511 - มิถุนายน พ.ศ. 2524 แมคนามาราทำงานทางด้านการวิเคราะห์ระบบนโยบายสาธารณะ ซึ่งปัจจุบันได้รับการพัฒนาจนเป็นที่รู้จักในนามการวิเคราะห์นโยบาย
