บาล คงคาธร ติลก (Bal Gangadhar Tilak) หรือนิยมเรียกว่า โลกมานยะ ติลก (Lokmanya Tilak;  pronunciation (วิธีใช้·ข้อมูล) ) (23 กรกฎาคม 1856 – 1 สิงหาคม 1920) ชื่อเมื่อเกิด เกศว คงคาธร ติลก (Keshav Gangadhar Tilak) เป็นนักชาตินิยมอินเดีย, ครู และนักกิจกรรมเพื่อเอกราชอินเดีย เขาเป็นหนึ่งกลุ่มคนสามคน ลาล บาล ปาล ติลกเป็นผู้นำคนแรกของขบวนการเรียกร้องเอกราชอินเดีย เจ้าอาณานิคมอังกฤษเรียกเขาว่าเป็น "บิดาของความไม่สงบในอินเดีย" (father of Indian unrest) เขาได้รับตำแหน่งนำหน้าว่า "โลกมานยะ" อันแปลว่า "ผู้ที่ซึ่งผู้คนยอมรับ (ให้เป็นผู้นำ)" มหาตมะ คานธี เรียกขานเขาว่าเป็น "ผู้สร้างอินเดียยุคใหม่"

ติลกเป็นผู้สนับสนุนคนแรก ๆ และคนสำคัญของขบวนการสวราช ("ปกครองตนเอง") และเป็นผู้มีแนวคิดสุดโต่งในแนวคิดการเกิดความรู้สึกร่วมในความเป็นอินเดีย (Indian consciousness) เขาเป็นที่รู้จักมากจากคำกล่าวในภาษามราฐีว่า "สวราชเป็นสิทธิ์ของเราที่ติดตัวมาตั้งแต่เกิด และเราต้องมีมัน!"

หนังสือ

ติลกได้เขียนหนังสือ "ดิอาร์กติกโฮมอินเดอะเวดาส" (บ้านอาร์กติคในพระเวท) ในปี 1903 ที่ซึ่งเขาอ้างว่าพระเวทนั้นต้องแต่งขึ้นในแถบอาร์กติก ก่อนที่ชาวอารยันจะนำพามันลงมาที่แถบอินเดียในปัจจุบันก่อนเกิดยุคน้ำแข็งสุดท้าย นอกจากนี้เขายังเขียนหนังสือ "ดิออไรออน" (กลุ่มดาวนายพราน) ที่ซึ่งเขาพยายามคำนวณช่วงเวลาในพระเวทโดยใช้ตำแหน่งต่าง ๆ ของนักษัตร ที่มีระบุไว้ในพระเวท นอกจากนี้เขาได้เขียนหนังสือ "ศรีมัธ ภควัทคีตา รหัสยะ" ขณะจำคุกในมันฑะเลย์ เกี่ยวกับการวิเคราะห์ 'กรรมโยคะ' ในภควัทคีตา
