รัฐบัญญัติการเกษตรอินเดีย พ.ศ. 2563

กลุ่มรัฐบัญญัติการเกษตรอินเดีย พ.ศ. 2563 (อังกฤษ: Indian agriculture acts of 2020) หรือที่เรียกกันว่า ฟาร์มบิลส์ (อังกฤษ: Farm Bills) เป็นรัฐบัญญัติสามฉบับที่ริเริ่มขึ้นโดยรัฐสภาอินเดียในเดือนกันยายน 2020 โดยโลกสภาผ่านร่างกฎหมายในวันที่ 17 กันยายน 2020 และราชยสภาผ่านร่างกฎหมายในวันที่ 20 กันยายน 2020 ประธานาธิบดีอินเดีย ราม นาถ โกวินท์ ลงนามประกาศใช้กฎหมายในวันที่ 27 กันยายน 2020

รัฐบัญญัติทั้งสามฉบับสร้างให้เกิดระบบนิเวศระหว่างเกษตรกรและผู้ค้า เพื่อเป็นเฟรมเวิร์กระดับชาติให้กับข้อตกลงร่วมในการค้าขายกับเกษตรกร และเพื่อแปรญัติรัฐบัญญัติ Essential Commodities Act ปี 1955

กฎหมายเมื่อถูกบังคับใช้จะเปิดเสรีตลาดค้าส่งสินค้าการเกษตรที่ควบคุมโดยรัฐ ส่งผลให้เกษตรกรสามารถขายผลิตผลแก่อุตสาหกรรมแปรรูปอาหารได้โดยตรงโดยไม่มีรัฐเป็นตัวกลาง ระบบใหม่นี้ทำให้เกษตรกรอินเดียกลัวว่าจะเสียผลประโยชน์เนื่องจากราคาซื้อชายขั้นต่ำที่กำหนดโดยรัฐจะหมายไป และส่งผลให้ราคาขายผลิตผลทางการเกษตรถูกกดโดยผู้ค้าที่ไม่ใช่รัฐ กฎหมายสามฉบับนี้นำไปสู่การประท้วงใหญ่ทั่วประเทศของเกษตรกร

ในวันที่ 12 มกราคม 2021 ศาลสูงสุดอินเดีย สั่งระงับกฎหมายทั้งสามฉบับชั่วคราว (stayed the implementation) และให้แต่งตั้งคณะกรรมการเพื่อศึกษาและรับฟังความไม่พึงพอใจของเกษตรกร (farmer grievances) จากการบังคับใช้กฎหมายนี้ ในวันที่ 19 พฤศจิกายน 2021 นเรนทระ โมที นายกรัฐมนตรี ประกาศผ่านทางโทรทัศน์เนื่องในโอกาสวันคุรปุรับว่ารัฐบาลจะทำการเพิกถอนกฎหมายในรอบการประชุมสภาครั้งถัดไปในเดือนธันวาคม ในวันที่ 1 ธันวาคม 2021 ได้มีการเพิกถอนการใช้กฎหมายอย่างเป็นทางการ

บรรดาผู้เชี่ยวชาญทางด้านการเมืองอินเดียมองว่าการที่โมทีถอนกฎหมายนี้เป็นผลจากการเลือกตั้งสภานิติบัญญัติรัฐปัญจาบ และ รัฐอุตตรประเทศ ที่จะมีขึ้นในปี 2022 ทั้งสองรัฐมีประชากรเป็นเกษตรกรที่ต่อต้านกฎหมายสามฉบับนี้เป็นส่วนใหญ่
