I've obtained a clearer construction sheet from the Yamanashi Prefectural Government. They've also told me that the official colors are "Magenta 30+Yellow 100" for the symbol and "Magenta 100+ Cyan 40+ Yellow 60" for the background. These are closer to the actual flag.
